
William Mao started his career at the Orange County Transportation Authority (OCTA) as its Manager of Financial Planning and Budgeting (FP&B). At FP&B he produced the agency’s first consolidated budget ($780 Million) and Long Range (20 year) Financial Plan. He and his staff also prepared and performed the financial analysis needed to develop OCTA’s Measure M funded freeway construction program.
William later became head of the agencies information technology department. There, he restructured the department into a customer oriented, technology embracing organization who’s goal is to bring relevant value added technology to OCTA’s diverse business units. His accomplishments include the development and adoption of the OCTA’s Strategic Information Technology plan, a successful deployment of the enterprise-wide Y2K plan, as well as the introduction modern desktop and back office technology affecting over 1800 employees at OCTA.
He is an active member of American Public Transportation Association’s information technology committee as well as the Southern California Society of Information technology professionals and the Orange County Chinese Chamber of Commerce.
His corporate career includes key management positions in finance and information technology with the Walt Disney Company, Digital Equipment Corporation and Xerox.
William received his Bachelor of Arts in Economics from the University of California at Los Angeles and a Masters in Business Administration, from Pepperdine University. He is tri-lingual, being fluent in Spanish, Mandarin Chinese and English.
