David Alexander is the Information Security Manager at Los Angeles Department of Water and
Power, the nation’s largest municipal utility. He developed and has implemented a comprehensive
Information Security Program in an organization with no previous enterprise program. With over
18 years of IT and power operations experience, Mr. Alexander has levied his extensive technical
and business operation experience to apply sound IT Security practices while meeting the
demanding business requirements of the power industry. Mr. Alexander is also responsible for the
development and coordination of LADWP’s strategic and tactical IT security planning initiatives to
reduce risks, respond to incidents, and limit exposure to liability that may result in financial and
image loss to the utility.
Previously, Mr. Alexander held managerial and supervisory roles in both IT and operational
functions for the City of Los Angeles. He was able to culminate these widely-varied experiences in
his current role. In his free time, he resides on the Electronics and Technology Advisory
Committee at East Los Angeles College, a post he has retained for eight years. He offers advisory
assistance to accounting, audit and IT students at California State University, Los Angeles, on a
regular basis, n coordination with the Los Angeles Chapter of ISACA and ASCEND, the Pan
Asian Leadership Association.
Mr. Alexander currently holds a Master degree in Public Administration. He also holds several
certifications, including the ISACA CISM (Certified Information Security Manager), CISSP
(Certified Information Systems Security Professional), and GSLC (GIAC Security Leadership
Certification).
